To encourage and enhance science and technology research and development in the United States motor vehicle industry, to encourage cooperation between the Federal Government and the domestic motor vehicle industry to increase United States competitiveness, and for other purposes.
National Advanced Motor Vehicle Cooperative Research and Development Act of 1991 - Directs the Secretary of Commerce to convene a conference of domestic motor vehicle manufacturers, parts suppliers, Federal laboratories, and motor vehicle users to explore ways in which cooperatively they can improve the competitiveness of the U.S. motor vehicle industry by developing new technologies to enhance safety and energy savings and lessen environmental impacts of domestic motor vehicles.
Establishes the National Award for the Advancement of the Motor Vehicle to be presented by the Secretary of Transportation to car manufacturers, suppliers, or laboratory personnel who have substantially improved domestic motor vehicles. Funds any cash award prizes through monetary gifts from private sources.
