To establish a Wetlands Research and Policy Center at the Port of Brownsville, Texas, and for other purposes.
Brownsville Wetlands Research and Policy Act of 1991 - Authorizes the establishment of a wetlands research and policy center to be maintained by the Port of Brownsville, Texas, and a consortium of institutions of higher education in the Brownsville Navigation District. Requires the center to utilize the wetlands property at the Port of Brownsville to focus on wetlands matters, including: (1) environmental research and development of graduate and undergraduate programs of research on wetlands environmental matters; (2) a U.S.-Mexican research initiative; (3) wetlands pollution abatement and technology for pollution control; (4) business outreach programs to encourage the industrial community to study, protect, and restore wetlands in south Texas and in other southeastern and southwestern States; and (5) a structure for identifying, preserving, and studying the significance of U.S. wetlands.
Requires the Center to establish a Board of Directors and an Academic Executive Committee. Directs the Administrator of the Environmental Protection Agency, the Secretary of the Army (acting through the Chief of Engineers), and the Director of the Fish and Wildlife Service to advise the committee on the curriculum of the Center. Provides for the establishment of an Advisory Committee.
Requires the Director to make grants to the Center. Authorizes appropriations.
