To amend title 5, United States Code, to establish a program of Public Service Scholarships, and for other purposes.
Public Service Scholarship Act of 1991 - Directs the Office of Personnel Management to establish the Public Service Scholarship Program under which executive agencies may award scholarships to outstanding students pursuing a baccalaureate or advanced degree in return for a commitment by the students to accept employment with the agencies for a specified period of service.
Authorizes appropriations.
