To permit States in certain cases to waive application of the requirements of the Commercial Motor Vehicle Safety Act of 1986 with respect to a vehicle which is being operated for the purpose of removing snow or ice from a roadway by plowing, sanding, or salting.

Authorizes States to waive certain requirements under the Commercial Motor Vehicle Safety Act of 1986 limiting to one the number of driver's licenses that can be owned by an operator of a commercial vehicle with respect to local government employees who operate snow or ice removal vehicles.
