To ensure that whenever the annual adjustment in General Schedule pay rates is reduced or foregone, the annual pay adjustment for Members of Congress, justices and judges of the United States, and certain senior officials in the executive branch shall likewise be reduced or foregone, and for other purposes.

Amends the Legislative Reorganization Act of 1946 to ensure that the annual cost of living adjustments for Members of Congress, Federal judges and justices, and certain senior officials in the executive branch do not exceed the cost of living adjustments for General Schedule employees.

Amends the Ethics Reform Act of 1989 to make the cost of living adjustments for Members of Congress, Federal judges and justices, and certain Senior officials in the executive branch reflective of the change in the employment cost index for the same time period used for General Schedule employees.
