To strengthen the authority of the Federal Trade Commission regarding fraud and consumer abuse committed in connection with sales made with a telephone and for other purposes.
Telephone Disclosure and Dispute Resolution Act - Title I: Telemarketing With the 900 Telephone Number - Requires the Federal Trade Commission to prescribe rules for any advertisement for services or products procured through the use of a 900 telephone number. Authorizes any State to bring a civil action to enjoin telemarketing in violation of such rules. Provides that, except State actions, this Act shall be enforced by the Federal Trade Commission under the Federal Trade Commission Act.
Title II: Telephone Services Billing and Collection - Sets forth provisions concerning: (1) customer initiated billing review with respect telephone-billed purchases; (2) reporting, by a vendor, regarding a customer who initiated such a review to a credit rating agency; (3) the rights of customers; and (4) prompt notification of credit.
