To facilitate powerplant ownership by those able to build and operate electric powerplants at the lowest reasonable cost in order to ensure an adequate and economical supply of electricity in the United States and to encourage fuel and capital conservation in the generation of electricity, and for other purposes.
Electricity Policy Act of 1991 - Exempts independent power producers from the provisions of the Public Utility Holding Company Act of 1935.
Amends the Federal Power Act to authorize the Federal Energy Regulatory Commission to order transmission services under specified circumstances.
