To allow Indian tribes to condition provision of tribal education funds to maximize availability of human resources in critical areas of need of tribal members.
Critical Needs for Tribal Development Act of 1991 - Authorizes an eligible Indian tribe or tribal organization to require any applicant for federally funded higher education assistance to enter into a critical area service agreement, as a condition of receipt of such assistance. Requires such tribe or tribal organization that implements such critical area service agreement to designate particular occupational areas as critical areas for the economic or human development needs of the tribe or its members.
Establishes guidelines and procedures to implement such critical area service agreements.
