Amends the Natural Gas Act to require the Federal Energy Regulatory Commission to permit environmental documents or environmental assessments that are provided in connection with an application for the construction or operation of a natural gas pipeline facility to be prepared by the applicant, contractor, consultant, or other person selected by such applicant.
