Amends the Forest Resources Conservation and Shortage Relief Act of 1990 to prohibit a person who acquires unprocessed timber from Federal lands in the State of Alaska from exporting such timber from the United States, unless it has been determined by the Secretary concerned to be surplus to the needs of timber manufacturing facilities there. Declares that nothing in this Act shall be construed to affect unprocessed lumber shipments from Alaska to other States. Requires persons who acquire or transfer such timber to report to the Secretary concerned.
