To direct the Secretary of Health and Human Services to conduct a study on the feasibility and desirability of resolving medical malpractice claims in the same manner provided for resolving workmen's compensation claims.

Directs the Secretary of Health and Human Services to conduct a study and report to the Congress on the feasibility and desirability of developing and implementing a system for the resolution of medical malpractice claims filed in State or Federal courts under which such claims would be resolved in the same manner provided under State law for the resolution of workmen's compensation claims.
