To condition the extension of nondiscriminatory (MFN) treatment to China in 1992 upon the determination that the government of that country does not support or administer programs of coercive abortion or involuntary sterilization.

Prohibits the President from recommending for a 12-month period in 1992 the extension of a waiver of human rights and emigration requirements for nondiscriminatory treatment (most-favored-nation treatment) for China under the Trade Act of 1974 unless a specified report is submitted to the Congress stating that China does not support or administer coercive abortion or involuntary sterilization programs.
