To amend the Airport and Airway Improvement Act of 1982 to authorize reimbursement of certain expenditures by operators of privately owned reliever airports.

Amends the Airport and Airway Improvement Act of 1982 to authorize the Secretary of Transportation to reimburse an owner or operator of a privately owned reliever airport for costs, including construction costs, incurred for an airport development project before entry into an airport development grant agreement under the Act.
