Directs the National Institute of Justice: (1) to study the feasibility of establishing a clearinghouse to provide information to interested persons to facilitate the transfer of prisoners among State correctional institutions to allow prisoners to serve their sentences at correctional institutions in close proximity to their families; and (2) within one year, to submit a report to the House and Senate Judiciary Committees containing the results of the study, together with any recommendations on establishing such clearinghouse.
Includes within the term "State" for purposes of this Act the District of Columbia and any U.S. territory or possession.
