To amend the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to enter into contracts with the Secretary of the Army to carry out a project for the removal and appropriate disposal of sediments, including contaminated sediments, in Indiana Harbor and Ship Canal, East Chicago, Indiana.
