To grant the United States a copyright to the flag of the United States and to impose criminal penalties for the destruction of a copyrighted Flag.

Grants: (1) the United States a copyright to the flag of the United States; and (2) a license to any person to manufacture in the United States, sell, and distribute such flag.

Sets forth: (1) requirements for the display of such flag; and (2) criminal penalties (up to $10,000, ten years imprisonment, or both) for burning or mutilating the U.S. flag.
