Authorizes appropriations for the United States Holocaust Memorial Council for FY 1993 through 2000, including amounts necessary to obtain insurance against loss in connection with the memorial museum.
Requires the Council to report to the Congress by June 30, 1995, on: (1) a description of the extent to which the objectives of the Act that established the Council are being met; (2) major programs or activities that the Council or museum proposes to undertake to better fulfill those objectives; and (3) the Federal role in the funding of the Council and its activities and any changes that may be warranted.
Directs the Council to operate (currently, oversee operation of) the museum.
Requires that all employees of the Council who on April 1, 1993, are performing inherently governmental functions which will continue after the opening of the museum be brought into Federal competitive service.
Directs the Council to maintain insurance on the memorial museum to cover such risks, in such amount, and containing such terms and conditions as the Council deems necessary.
