Amending the Hazardous Liquid Pipeline Safety Act of 1979 to require the installation of remote control valves and supervisory control and data acquisition systems on certain pipeline facilities, and for other purposes.
Safe Pipeline Act of 1991 - Amends the Hazardous Liquid Pipeline Safety Act of 1979 to direct the Secretary of Transportation to issue regulations to require: (1) the installation of remote control valves (RCVs) and supervisory control and data acquisition systems (SCADAs) with leak detection subsystems on pipelines in major urban and suburban areas and on either side of a pipeline water crossing facility over 100 feet wide or a pipeline which crosses a public reservoir or a body of water with an average annual flow rate of five or more cubic feet per second; and (2) pipeline operators to report the environmental impacts of pipeline leaks which are required to be reported under Federal law.
Directs the Secretary to assess mandating RCVs and SCADAs installation on other pipelines in substantial risk locations.
