Student Incentive Act of 1991 - Amends the Elementary and Secondary Education Act of 1965 to provide for bonus grants for schools that require satisfactory grades for student participation in extracurricular activities, if such schools are eligible for assistance under the chapter 1 title I program for educationally disadvantaged children under such Act.
Authorizes appropriations.
