Amends the Trade Agreements Act of 1979 to authorize the United States Trade Representative (USTR) to rescind any waiver of the procurement of American materials requirements of the Buy American Act if he or she determines that a foreign country has violated any agreement that waives such requirements by discriminating against a U.S. product that is covered by such agreement. Requires the USTR to report to the Congress on the amount of purchases from foreign entities in which such requirements were waived in FY 1992 and 1993.
