To establish the National Institute for the Education of At-Risk Students.
National Institute for the Education of At-Risk Students Act - Establishes the National Institute for the Education of At-Risk Students (the Institute), to be administered by a Director and a Board.
Provides for three divisions within the Institute, each to be headed by an Assistant Director, for: (1) Innercity Educational Improvement; (2) Rural Educational Improvement; and (3) Minority Language Educational Improvement.
Authorizes the Institute to: (1) carry out specified activities to improve and expand the knowledge base, programs, techniques, and materials concerning the educationally at-risk; and (2) assist Federal, State, and local agencies in developing, implementing, and evaluating policy with respect to the education of students at-risk of educational failure by supplementing and refining the national data base with respect to specified programs, assessment measures, priorities and goals, uses of technology, models for training and technical and policy assistance, and systems for replicating, implementing, and coordinating model programs and approaches.
Directs the Institute to fund collaborative and coordinated program efforts, and to perform specified functions relating to replication, adaption, and evaluation of exemplary programs for their potential as effective models for interventions for at-risk students.
Authorizes the Institute to award fellowships, with stipends and allowances, to attract outstanding researchers and practitioners who have special expertise and experience in the education of rural, bilingual, African-American, and other minorities as well as persons in poverty. Requires such fellowships to be for postdoctoral students as well as those with a distinguished record of work in the field of the education of at-risk students.
Sets forth provisions relating to the Board of the Institute, including its Executive Committee and its Education Emergency Task Force.
Sets forth administrative provisions relating to the Director, Deputy Director, and staff.
Authorizes appropriations for FY 1992 through 1997.
