To amend title 18, United States Code, to improve the administration of the firearms laws, and for other purposes.
Federal Firearms Dealer and Owner Protection Act of 1991 - Title I: Amendments to Chapter 44 of Title 18, United States Code - Amends the Federal criminal code to exclude from the definition of "dealer" under Federal firearms provisions persons engaged in the business of repairing firearms or of making or fitting special barrels, stocks, or trigger mechanisms to firearms.
Removes ammunition transactions from the scope of prohibitions against making false statements to licensees.
Revises the crimes of which conviction is a bar to firearms activities.
Eliminates the prohibition against the sale of firearms to a person under indictment for specified crimes.
Title II: Enhanced Penalty - Establishes a minimum sentence of five years' imprisonment for the use of a firearm in the commission of bank robbery-related violence.
