To limit the closing or relocation of functions at Department of Defense research and development laboratories.

Prohibits the Secretary of Defense from closing or realigning a Department of Defense research and development laboratory at which 300 or more civilian personnel are authorized to be employed unless done pursuant to a recommendation made and transmitted to the Congress after September 1, 1991.
