Amends Federal law to require the Postal Rate Commission to consider the public interest in having mail matter printed on recycled paper, to the maximum extent practicable, before it makes a recommended decision relating to a change in postal rates and fees.
Requires the Commission to allow for reduced rates and other incentives to carry out this Act.
