To amend title XVIII of the Social Security Act to make permanent the rule under which the monthly premium for individuals enrolled under part B of the Medicare program is equal to 25 percent of the monthly actuarial rate for enrollees age 65 and over, to impose limitations on the rate of increase in payment amounts for certain items and services under such part, and for other purposes.
Medicare Beneficiary Protection Act of 1991 - Amends title XVIII (Medicare) of the Social Security Act to make permanent, after December 1993, the rule for determining the amount of premiums for individuals enrolled under part B (Supplementary Medical Insurance) of the Medicare program. Imposes limitations on the rate of increase in payments for certain items and services under such part. Extends the limitations on charges for unassigned claims and for Medicare beneficiaries eligible for Medicaid (title XIX of the Social Security Act) to all items and services under such part.
Requires studies by the Prospective Payment Assessment Commission and Physicians' Payment Review Commission of the limitations imposed by this Act on the rate of increase in payments for certain part B items and services.
