Contaminated Dredge Material Study Act of 1991 - Requires the Secretary of the Army to conduct studies of Baltimore Harbor, Maryland, for purposes of: (1) establishing analytical procedures and developing criteria to distinguish contaminated dredged material from dredged material which could be used in beneficial projects and placed in open waters without being chemically altered; and (2) determining the feasibility and necessity of decontaminating dredged materials and the feasibility of dewatering and recycling dredged material for use as marketable products.
Directs the Secretary to conduct a demonstration project to: (1) assess the contamination of, and inventory, sediments in the Harbor; and (2) assess the need for remedial action and prioritize contaminated areas of the Harbor in terms of need for remediation.
