To amend the Agricultural Act of 1949 to provide reasonable price enhancement to milk producers, greater milk price stability, and minimum income protection to milk producers.
Market-Oriented Milk Inventory Management Act of 1991 - Amends the Agricultural Act of 1949 to replace current milk price support adjustment provisions with rate adjustments based on milk index and milk production cost figures.
Provides for the establishment of: (1) nontransferable monthly farm milk production levels; (2) a supply- and demand-based U.S. production level, including determinations of necessary and surplus milk production percentages and rates of support for necessary and surplus milk marketings; and (3) an Industry Marketing Board.
