To amend title 17, United States Code, with respect to fair use and copyright renewal, to reauthorize the National Film Registry Board, and for other purposes.
Copyright Amendments Act of 1991 - Title I: Renewal of Copyright - Copyright Renewal Act of 1991 - Provides for an automatic extension and renewal of certain copyright works for a 47-year term. Sets forth affirmative copyright renewal procedures.
Title II: National Film Preservation - National Film Preservation Act of 1991 - Directs the Librarian of Congress (the Librarian) to: (1) establish a National Film Registry for films of cultural, historical, or aesthetic significance; (2) study and report to the Congress on the current state of film preservation and restoration activities of the Library of Congress and other major film archives in the United States; and (3) establish a comprehensive national film preservation program for motion pictures,in conjunction with other film archivists and copyright owners.
Establishes a National Film Preservation Board, selected by the Librarian from the nominees of certain organizations, to review nominations of films for Registry inclusion.
Mandates that all films and film-related materials received by the Librarian for the Registry be maintained in a special collection to be known as the "National Film Registry Collection of the Library of Congress."
Authorizes appropriations for FY 1992 through FY 1994.
Repeals the National Film Preservation Act of 1988.
