Washington Outer Coast National Marine Sanctuary Act of 1991 - Designates a specified area adjacent to the coast of Washington (State) as the Washington Outer Coast National Marine Sanctuary, to be managed with regulations enforced under all applicable specified provisions of the Marine Protection, Research, and Sanctuaries Act of 1972.
Requires the Secretary of Commerce, after providing for adequate public comment, to prepare: (1) a final designation document and comprehensive management plan for the Sanctuary; and (2) implementing regulations to achieve the policy and purposes of the Marine Protection, Research, and Sanctuaries Act of 1972.
Prohibits leasing, exploration, development, or production of minerals or hydrocarbons within the Sanctuary.
Authorizes appropriations.
