To amend the Internal Revenue Code of 1986 to allow penalty-free withdrawals from retirement plans by displaced workers.

Amends the Internal Revenue Code to allow penalty-free withdrawals from retirement plans by certain displaced workers. Sets forth a formula for the maximum amount of such withdrawals and provides a cost-of-living adjustment for such amount.
