To authorize the Secretary of the Interior to enter into a contract for the construction of facilities at the Navajo Academy of the Navajo Reservation.

Directs the Secretary of the Interior to enter into a self-determination contract with the Navajo Academy, Inc. in connection with the acquisition, construction, and equipping of facilities for such Academy on the Navajo Reservation for a residential college preparatory high school for gifted Native Americans.

Authorizes appropriations.
