Directs the Secretary of Transportation to limit the approval of highway projects to those providing for facilities for the use of pedestrians and bicyclists, with exceptions where there is an alternative safe, noncircuitous route available or where there will be no substantial transportation or recreation benefit.
Defines "facilities for the use of pedestrians and bicyclists" to mean: (1) pedestrian walkways; (2) bicycle lanes, trails, paved shoulders, or wide curb lanes on which bicycles may be operated safely; (3) shelters and parking facilities; and (4) traffic control devices.
Requires each State receiving an apportionment of Federal highway funds to fund in the State department of transportation a position of bicycle and pedestrian coordinator for promoting and facilitating the increased use of non-motorized modes of transportation, including developing facilities for the use of pedestrians and bicyclists and public education, promotional, and safety programs for using such facilities.
