Rural Mental Health Initiatives Act of 1991 - Amends the Public Health Service Act to establish, in the National Institute of Mental Health, the Office of Rural Mental Health.
Mandates grants for demonstration projects to improve the availability of rural mental health services through providing such services in the same facilities as other health or social services, and otherwise integrating mental health, other health, and social services. Requires reports to the Congress.
Requires that funds be made available to carry out these provisions from amounts appropriated under the Act for mental health research.
Requires State comprehensive mental health services plans to describe how mental health services will be provided to rural residents.
