Requires the head of a Federal agency or the Secretary of a military department to provide to the primary next of kin of a Federal employee or member of the armed forces in a missing status: (1) notice that such missing status is to be reviewed; (2) an opportunity to attend the review hearing with an attorney; (3) access to all information on which such review is based; and (4) an opportunity to present relevant information. Requires the agency head or Secretary concerned to exhaust all reasonable possibilities to obtain proof of the death of a missing person in order to establish a reasonable presumption that the employee or member is dead.
Directs the Secretary of Defense to report to the Congress on an examination and evaluation of procedures by which the missing status of an employee or member is reviewed.
