Amends the Export-Import Bank Act of 1945 to prohibit, except under specified circumstances, the Export-Import Bank from guaranteeing or extending credit for the sale of defense articles and services to any country (currently, only to economically less developed countries).
Requires the Comptroller General to study the participation of the Bank in financing sales of such items to foreign countries and to submit the results of such study to specified congressional committees.
