To provide restoration of the Federal trust relationship with and assistance to the terminated tribes of California Indians and the individual members thereof; to extend Federal recognition to certain Indian tribes in California; to establish administrative procedures and guidelines to clarify the status of certain Indian tribes in California; to establish a Federal Commission on policies and programs affecting California Indians; and for other purposes.
Advisory Council on California Indian Policy Act of 1992 - Establishes the Advisory Council on California Indian Policy.
Directs the Council to: (1) develop a comprehensive list of California Indian Tribes and dependency lists based upon Bureau of Indian Affairs' lists; (2) identify special problems confronting unacknowledged and terminated tribes and propose mechanisms for consideration of acknowledgement requests; (3) conduct a comprehensive study of the social, economic, and political status of California Indians, the effectiveness of Federal policies, and the services and facilities provided to California Indians compared to those provided to Indian tribes nationwide; (4) hold public hearings; (5) develop recommendations for necessary activities; and (6) report within 18 months to the Congress and the Departments of the Interior and of Health and Human Services, and make such report available to the California Indian tribes and organizations and the public.
Directs the Secretary of the Interior to provide the Council with specified dependency lists.
Terminates the Council 180 days after submission of its report.
Authorizes appropriations.
