To amend the Internal Revenue Code of 1986 to reduce the Federal deficit by increasing the tax on gasoline and other motor fuels.

Amends the Internal Revenue Code to increase the fuel deficit reduction rate in connection with the excise taxes on gasoline, diesel fuel, and aviation fuel. Makes such rates permanent law. (Currently, such rates expire after October 1, 1995.)
