Rural Telephone Cooperative Associations ERISA Amendments Act of 1991 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide that rural telephone cooperative association employee welfare benefit plans shall be treated the same as those of rural electric cooperatives, for purposes of ERISA preemption of State laws (by exempting such telephone organizations from the definition of multiple employer welfare arrangements, which are subject to certain State regulations).
