To amend the Energy Policy and Conservation Act to allow for a partial drawdown and distribution of the Strategic Petroleum Reserve in the event of a significant increase in the price of petroleum product, and for other purposes.
Emergency Petroleum Distribution and Low Income Energy Assistance Act - Amends the Energy Policy and Conservation Act to authorize the Secretary of Energy to implement a partial drawdown and distribution of crude oil from the Strategic Petroleum Reserve (SPR) if the President finds that such action would reduce the adverse impact of significant petroleum price increases.
Mandates that all receipts from the sale of such SPR oil drawdown be made available in specified percentages for low income energy programs under the purview of the Department of Health and Human Services, and for the weatherization program of the Department of Energy.
