To provide for the acquisition and publication of data on police brutality complaints, and for other purposes.
Police Brutality Accountability Act of 1991 - Directs the Attorney General to: (1) acquire national data on the number, nature, and disposition of police brutality complaints and the procedures employed by Federal, State, and local governments to investigate and resolve such complaints; (2) publish an annual summary of such data; and (3) submit to the President, the Congress, and the chief executive officer of each State, and make available to the chief executive officers of local governments, annual recommendations specifying the methods by which Federal, State, and local governments can improve the investigation and resolution of such complaints and a report detailing model procedures for investigation and resolution of such complaints.
