Amends the Omnibus Crime Control and Safe Streets Act of 1968 to maintain for FY 1992 the current Federal-State funding ratio (75 percent Federal, 25 percent State) for the Bureau of Justice Assistance's block grant program (assistance to local law enforcement agencies).
