Native American University Act of 1991 - Establishes a Native American University to provide a program of undergraduate and graduate education for Native American youth in the arts and sciences.
Directs the Secretary of Interior, with the consent of the University's Board, to designate a site or an appropriate land area for the establishment of the University. Authorizes appropriations.
Requires the University to establish and operate a study program on Native American culture and the care and management of Native Americans by the U.S. Government (including the care and allotment of Indian lands).
