Authorizes the President, on behalf of the Congress, to present a gold medal to General Colin L. Powell, United States Army, in recognition of his distinguished leadership as Chairman of the Joint Chiefs of Staff and principal military adviser to the President in the planning and execution of the military response of the United States, in coordination with allied coalition forces, to the invasion of Kuwait by Iraq.
Authorizes the Secretary of the Treasury to provide for the sale of bronze duplicates of the medal. Authorizes appropriations.
