Amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase (from 50 to 75 percent) the Federal share of funds provided under the drug control and system improvement grant program.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 504(a) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3754(a)) is amended by striking the `not--' and all that follows through `per centum;' the last place it appears, and inserting the following: `not for any fiscal year be expended for more than 75 percent'.
