Prohibits retaliatory personnel practices against employees who: (1) report, or demonstrate an intent to report, violations of Federal laws and regulations or other specified offenses in connection with Federal programs; (2) assist, or demonstrate an intent to assist, in achieving compliance with such laws or regulations; or (3) refuse to commit such violations.
Sets forth complaint and investigation procedures and remedies for violations, to be carried out by the Secretary of Labor (or a judge under judicial review).
