To establish in the State of Texas the Palo Alto Battlefield National Historic Site, and for other purposes.
Palo Alto Battlefield National Historic Site Act of 1991 - Establishes the Palo Alto Battlefield National Historic Site, Texas, to preserve the site of the first battle of the Mexican-American War.
Directs the Secretary of the Interior to develop and transmit to specified congressional committees a general management plan for such site.
Authorizes appropriations.
