Economic Development Loan Assistance Demonstration Program Act of 1991 - Directs the Secretary of Housing and Urban Development to establish a demonstration program to encourage economic development in five enterprise zones through grants to community development corporations for reducing interest rates on economic development loans.
Authorizes specified appropriations to carry out such program in FY 1991 through 1993.
