To direct the Administrator of the Federal Aviation Administration to initiate a rulemaking proceeding for the purpose of improving access to overwing emergency exists of aircraft.

Directs the Administrator of the Federal Aviation Administration (FAA) to initiate a rulemaking proceeding to improve access to overwing emergency exits of aircraft in accordance with recommendations contained in FAA report AM-89-14, entitled "Influence of Adjacent Seating Configuration on Egress Through a Type III Emergency Exit."
