To direct the Secretary of Commerce to approve and distribute to food service operations instructions for removing food which has become lodged in a person's throat.

Directs the Secretary of Commerce, upon recommendation of the Secretary of Health and Human Services, to approve instructions specifying first aid techniques (especially the Heimlich Maneuver) for removing food which has become lodged in a person's throat and to distribute such instructions to food service operations.

Prohibits any U.S. court from entering any judgment against any person for acting in accordance with such instructions.
