Amends the Wild and Scenic Rivers Act to designate a segment of the Niobrara River, Nebraska, for study as a potential addition to the National Wild and Scenic Rivers System.
Requires the Secretary of the Interior to appoint a Niobrara River Advisory Board to assist in the preparation of a comprehensive management plan, if portions of the river are found suitable for designation.
